Uganda National Mining Company (UNMC) has signed a Joint Operating Agreement (JOA) with Sarrai Group Limited and Nile Fibreboard Limited for the redevelopment of Kilembe Mines.
The agreement marks an important transition from project preparation to execution of the Kilembe Mines redevelopment, following the Mineral Production Sharing Agreement signed in March 2025.
The JOA establishes the operational and governance framework for the project, including decision-making processes and responsibilities among the partners. It also provides for the protection of Government’s 15% free-carried equity interest in the project.
The redevelopment is focused on restoring Kilembe’s copper and cobalt production while building capacity for in-country processing and value addition. Planned production includes high-purity copper cathodes and cobalt metal.
The project is also expected to create employment, strengthen technical skills and facilitate technology transfer through training and collaboration.
For UNMC, the JOA represents a significant step in its role as the State’s commercial vehicle in the mineral sector, partnering with private-sector investors to develop strategic mineral assets while safeguarding Uganda’s commercial interests.
