NITA-U Hosts Stakeholder Validation Workshop to Drive

Kampala, Uganda March 28, 2025 — The National Information Technology Authority-Uganda (NITA-U) successfully hosted a stakeholder validation workshop at Protea Hotel, Kampala, to advance steps in Uganda’s Digital Acceleration Project (UDAP-GovNet). The workshop focused on two critical studies: Mobile Broadband Deployment in Rural Areas and Refugee Hosting Communities/Settlements and Last Mile Connectivity and Wi-Fi Study.

These studies aim to shape strategic models for extending reliable and affordable digital services to underserved areas, ensuring that every Ugandan can meaningfully participate in the digital economy.

Speaking at the event, Dr. Hatwib Mugasa, Executive Director of NITA-U, emphasized the organization’s commitment to a digitally inclusive Uganda. “At NITA-U, we are committed to a digitally inclusive Uganda where every citizen can meaningfully participate in the digital economy. These studies will drive impactful solutions to connect the unconnected and transform lives. We are grateful for the support, collaboration, and trust from the various players in the information technology sector.”

Anabella Habinka, NITA-U Board Member, highlighted the importance of strategic investments in digital connectivity. “The expansion of mobile broadband and last-mile connectivity is not just a technical necessity; it is an economic imperative. By bridging the urban-rural connectivity gap, we unlock opportunities in e-government, digital trade, smart agriculture, education, and health services.”

Peter Ogule, Senior Information Scientist Officer at the Ministry of ICT and National Guidance, noted, “The Uganda Digital Acceleration Project is a game-changer. We are optimistic about the project’s impact, especially through collaborative efforts with the Ministry of Energy, Ministry of Works and Transport, and others.”

 

Arnold Mujuni, Head of Technical Services at the Uganda Communications Commission (UCC), added, “Strategic partnerships are key, and we shall continue working with MNOs to drive Uganda’s digital transformation, particularly in underserved communities.”

Emond Macheli, Project Coordinator for UDAP-GovNet, expressed his optimism: “We are excited about this study because it is key in reshaping our thinking as we head into project implementation. We pledge continued engagement with stakeholders to drive Uganda’s digital agenda.”

The workshop brought together key players in the Uganda information technology sector, including Airtel Uganda, MTN Uganda, UCTL, UCC, Ministry of ICT and National Guidance, ATC Uganda, TowerCo of Africa, Ministry of Tourism, Wildlife and Antiquities, Ministry of Works and Transport, among others. Their contributions are pivotal in shaping Uganda’s broadband expansion strategies.

This validation workshop marks a significant milestone in Uganda’s journey toward a digitally empowered nationone connection at a time.

About UDAP-GovNet 

UDAP-GovNet is a government-led initiative implemented by the National Information Technology Authority (NITA-U) in partnership with the Ministry of ICT and National Guidance. The project aims to enhance digital infrastructure, expand internet access, and promote e-governance across Uganda. Funded by the World Bank, UDAP-GovNet is designed to bridge digital disparities and drive economic growth through technology adoption. It aligns with Uganda’s National Development Plan III (FY21-25), NRM Manifesto 2021-26, the Parish Development Model, and the World Bank’s Building Back Better initiative, fostering economic resilience and strengthening digital governance for a more inclusive and connected Uganda.
